Only reporting from the White House qualifies for the purposes of this market. Reports that merely reference prior publications (from before Issuance) do not qualify. Republishing of content originally produced by other sources (e.g., wire services) only qualifies if the content is hosted on the outlet's official platform and the outlet is clearly identified as the publishing entity. The qualifying publication must announce a definite White House decision that the access bans on CNN, MS NOW, and Politico will end, be lifted, terminated, or rescinded, including a definite future restoration. A statement covering only one or two outlets, merely acknowledging a court order, or saying the White House will comply temporarily while continuing to challenge the order does not qualify. The separate Associated Press access dispute is outside this market.
