Will Virginia require data centers to use clean energy? Yes

If legislation or budget language requiring data centers to procure a minimum share of their electricity or associated renewable energy certificates from carbon-free resources, or barring dedicated fossil-fueled generation from serving them, either directly or as a condition of a tax preference or permit is enacted in Virginia before Aug 1, 2027, then the market resolves to Yes. Enactment requires completion of all constitutional and legal requirements for the legislation to become binding law.
